I can’t find a way to split a measure and have part of it be silent. The rest and stop options don’t seem to be available.
That is currently a limitation of Strum Machine. Someday this will be possible, though! It’s on my list.

15 months later - would still like to see a way to notate rests on individual beats of a measure
Yes, me too! This one almost made it into the recent Editor 3.0 update, but there were some unexpected hurdles with making everything work correctly across all strumming patterns and I decided to postpone that feature for a future update. A lot of groundwork has been laid for it, though. We’ll get there. Thank you for your patience!
